Advertisement for Bids - Midvale Manhole Replacement Project
Sealed Bids for the construction of the Midvale Manhole Replacement Project will be received by the Board of County Commissioners of Tuscarawas County, Ohio, at their office located at 125 East High Avenue, New Philadelphia, OH 44663, until 10:15 AM local time on September 9, 2026, at which time the Bids will be publicly opened and read aloud.
The Work generally consists of removal and replacement of twenty-three (23) sanitary sewer manholes, including maintenance of flow, bypass pumping, backfill, surface restoration, and related appurtenances within the Village of Midvale and the Village of Barnhill.
Bidding Documents may be obtained from the Tuscarawas County Metropolitan Sewer District (TCMSD) in the following formats:
- Electronic Sets (Free of Charge): Electronic Bidding Documents will be provided at no cost via a secure OneDrive folder. Interested bidders must email mjones@tcmsd.org to request access. Upon request, credentials and a link to the OneDrive site will be provided.
- Hard Copy Sets ($100.00): Printed sets of the Bidding Documents may be purchased directly from the TCMSD office for a non-refundable fee of $100.00 per set. Checks shall be made payable to the Tuscarawas County Metropolitan Sewer District.
To be considered responsive, a Bidder shall register with TCMSD prior to bid opening and acknowledge receipt of all addenda. Registration may be accomplished by requesting electronic bidding documents from TCMSD or by separately providing contact information to TCMSD if bidding documents are obtained from another source.
Bidders who obtain the Bidding Documents from third-party plan rooms, builders exchanges, or other secondary sources are not automatically registered and may not receive critical project addenda. Any Bidder obtaining plans from a third party must formally register with the TCMSD via email at mjones@tcmsd.org prior to the bid opening to be added to the official Plan Holders List.
Each Bid must be accompanied by a Bid Guaranty and Contract Bond in accordance with ORC Section 153.54. The Bid Guaranty shall be either a Bid Guaranty and Contract Bond for the full amount of the bid (100%), or a certified check, cashier's check, or letter of credit for ten percent (10%) of the bid.
Bidders must comply with the prevailing wage rates on Public Improvements in Tuscarawas County, Ohio, as determined by the Ohio Department of Commerce. Bidders must also comply with the statutory requirements for the use of domestic steel and maintain an approved Drug-Free Safety Program
The Board of County Commissioners of Tuscarawas County, Ohio reserves the right to reject any and all bids, waive informalities or irregularities in the bids, and award the contract as permitted by applicable law.
