Legal Foundation
The Tuscarawas Water and Sewer District is a regional water and sewer district created under Ohio Revised Code (R.C.) Chapter 6119.
Purpose
It was established primarily because the Village of Baltic’s service area extends into Holmes and Coshocton counties. Ohio law limits a single county’s ability to serve outside its borders, but a 6119 District has the legal authority to operate across these jurisdictional lines.
Operational Structure
The County as Agent
The District has designated the Tuscarawas County Commissioners and the Tuscarawas County Metropolitan Sewer District as its official Agent.
Operational Control
While the District owns the assets transferred from the Village of Baltic, the County has full operational control to manage, maintain, and extend the systems.
Regulatory Authority
The County is authorized to establish and enforce a Code of Regulations, construction specifications, and standard drawings within the District.
Financial Mechanization
Billing & Rates
The County is authorized to establish, levy, and collect rates, fees, and surcharges directly from customers.
District Funding
The County provides the basic funding necessary for the District Board's operations, including insurance, audit expenses, and Board member compensation.

Function
The Board cooperates with the County to facilitate debt financing, special assessments, and eminent domain if necessary to benefit the District.
